With roughly 99.97%[1] of people in Japan cremated, many families already have an urn on a shelf. Some choose to keep a bird's remains beside a relative's, or to have them placed in a grandparent's grave later where cemetery rules allow. What the law says about a pet bird in Tokyo
Cremating a pet bird rarely needs any permit. The rules that do apply to birds are about burial, scattering and disease: where you can dig a grave, and what to do if several birds die suddenly and avian influenza is possible. Here's what applies in Tokyo.
In Japan, pet funerals are an established tradition, and small birds such as budgerigars and Java sparrows are popular pets. Many municipalities collect deceased pets for a small fee, but the ashes are not returned; Shinjuku City, for example, charges JPY 3,000 per animal[8]. If you want your bird's remains back, book an individual cremation with a pet funeral provider.
What to do when your bird dies in Setagaya
- If a sitter calls while you're away, talk them through it: gloves on, your bird into a bag, and the bag onto a back shelf of the refrigerator.
- Phone your vet from wherever you are. Tell them who's looking after the flock and find out if the clinic will hold your bird until you're home.
- Protect the other birds. Ask the sitter to watch the survivors' food and droppings and to keep the room warm and quiet.

Nobody publishes the same figure for pets, but in our experience pet choices in Setagaya follow the human pattern closely, so cremation is the default most families here start from.
